Based on the facts that I know him quite well after all these years, and that he started building that unfinished track out the back of South City, and that he has taken quite an interest recently in the off track areas at Westhill... that's why I feel quite sure that Eric would like to update South City at some point.

But the priority isn't the highest on that at the moment...

It was impossible to make the Scirocco handle well with the current tyre physics, if we used realistic suspension settings. So I went on a long mission into tyre physics. That is the only reason we have not released the Scirocco yet, and that reason has not yet changed.

We wanted to release S3 after the new tyre physics (and Scirocco) but now I don't think that is important any more. If we can get some S3 content ready before the tyre physics is finished, then it can be released, even without all the S3 things we would like to release eventually. So we'll see.

Imagine this happening in near future, if/when Eric updates South City:

A lot of interesting comments there. I'd like to see more updated tracks just like south city shows. Also a new car or a couple new cars would be nice too. But it sounds like they have a lot of work to do with tire physics
I guess everyone playing this game has thousands of great ideas how to improve it. Not only that, many of them would support it by contributing work and/or money. Unfortunately, none of the developers is among them.

Same here. Will be awesome i also asked the Developer about the Traffic lights. Awaiting for a reply.
They are not going to implement working traffic lights to a racing game lol.

Well since its an racing game I doubt they would place it.
They will only do things that also benefit racers. All the open configs and stuff benefits everyone: Racers get numerous ways to make race tracks, drifters get numerous corners and layout possibilities and cruisers get various different routes to take.

I though the track were already in a testing stage and I though it was the priority thing to work on (as it's display almost everywhere "Whesthill update").

Eric has been continuing to work on Westhill and we want to get that into testing soon. I hope to release the new full version with Rift DK2 support next weekend, so that I can focus 100% on the additional support for the Westhill version.

So it looks like a few weeks. Strangely enough that is what we said when we first announced it. But on Eric's side, Westhill moved onto another level since that announcement and on my side, the DK2 support turned out to be a bigger deal than expected. All good though, apart from the later release.
