start 18:55 he was going and he crash

we did talk but he didn't apology telling me its my fault i ask him 3-4 times to apologize he ignore

(hazard + light was on)

Silly place to be parked to be honest, its very common that people come too fast there and therefore gets too far out. Also you immediately called it ramming, when it was all a small accident. I do not see the absolute urge to file a forum report for it.
