Something wrong with the game/mod I assume

If it should be the turbo sound, it shouldn't be as loud and should be only when running on full turbo pressure and then lifting off the gas to change gears..

And the turbo whine, if it's that loud (as the MAN TGX I drove irl), it means the turbo's pretty much taking it's last breaths

If its straght piped, the turbo whine is louder than normal.

(atleast on our old car it was)

Aren't trucks usually supercharged? Turbo on a truck doesn't sound right.

Superchargers would make more sense on a truck as well, if they are to have forced induction.

nope, they have a turbo (atleast here in europe.)

I never heard such sounds apart from older trucks though, probably because the older trucks have straight pipes more common?

But on the downshift it shouldn't make such sound, as it doesn't on your video either, Ras.

And the mod you've got has too high volume on the whine and spool, in my opinion

Shouldn't you be able to correct the setting a bit on the ETS settings and volume options?

Yeah i already changed various volume settings in the mod's config file, as the overall engine sound was way too loud (i dont get how the creator thought it was correct), but i didn't touch any of those turbo and whine sounds.

No Martynas thats normal to have lag in cities,i think Rotterdam,Amsterdam and London are the worst lag cities.
Ive renamed Amsterdam to Lagsterdam because of it
