Not possible, even in the UK, the least you could do with the number plate is to find out what car it belongs too...

Just take one simple photo of the car with a timestamp, perhaps hold a piece of paper saying "TC City Driving dd/mm/yy" or something like that.

Or put a container of milk and a piece of bread on the car and take a photo like that, that used to be a popular way of proving a car belongs to you on some other forums I went to Tongue
