The exact reason I'm saying we should just call it seven-thirty (i.e 7:30) is because there is no cultural ambiguity with it.

Basically all native English speakers seem to think half seven is half past seven. Or, at least everyone who voted 8:30 is not a native English speaker! Just a small pattern I noticed.

Canadian-way to say the time:

7:00 : Seven
7:05 : Seven O-Five
7:10 : Seven Ten
7:15 : Seven Fifteen
7:20 : Seven Twenty
7:25 : Seven Twenty-Five
7:30 : Seven Thirty
7:35 : Seven Thirty-Five
7:40 : Seven Forty / Twenty To Eight
7:45 : Seven Forty-Five / Fifteen To Eight
7:50 : Seven Fifty / Ten To Eight
7:55 : Seven Fifty-Five / Five To Eight
8:00 : Eight

No issue there.
Obviously 7:30 is am, and 19:30 is PM. 24 hour clock with no room for misinterpretation.

People here in Finland say 7:30 as "puoli kahdeksan" which is translated as "half eight". I'm quite sure it's like that in every other language other than in English which makes it difficult to understand.
