You could have carried on and done a U-Turn, but you might've lost the chase then, in which case you should have reported it (you should report it whether you lose it or not, however), and it would be been dealt with from there. I appreciate that it's tempting to wrong side on the Autobahn if your suspect does, but it's not allowed - it essentially makes you as bad as that person. The rule is to protect the whole server.
Both users issued with a confirmable warning.
