I do not believe this is true. (I did not watch the video but I think that will change nothing.)
Apparently, he was not arrested, questioned nor detained.
Probably just being blown out of proportion by the media. Justin Bieber with all the publicity, money and whatever-he-wants in the world surely won't need to do this. People jump will always jump on the bash-Bieber-bandwagon. I don't think he's a nice guy, but I don't think he's stupid enough to do this.

Why Do People Tend To Capitalize The First Letter Of Every Word In A Sentence? It Makes No Sense, Is Hard To Read And A Lot Harder To Write.

It's the basic capitalising rule, in which the every word of the headline is capitalised. Mainly used in the media industry.
