i just translated !t the polish for the F word
and i did not know that it was going to the main chat.
it doisint say it that i was fined 1000
and in the manual it says that !t <text> - Translate text to English
dosint say it translates in to the main chat

That would make the !t command completely redundant.
The whole point is that you can input a foreign language (if your English is not very good) so everyone on the server can see what you're saying.
If you want to just translate something out of curiosity, go here: https://translate.google.com/

Not sure if it's powered by Google or Bing, although I think it's powered by Bing, yes.
However, I don't see why you should get refunded. The fact you thought !t doesn't go into the main chat is slightly undermined by the fact you have over 400 playing hours. It's really something you should've picked up.
If you are unsure about something in the future, please ask to avoid mistakes like this.
