Why is it a "terrorist" attack. It clearly is one.

UK don't have open borders and aren't compliant with the Shenzen Free Movement agreement or whatever its called.

I'm not going into detail. What I said was an overall experience with the policies and how they are related to terrorist attacks and Islamic extremism.
