What you're asking for is very broad, many good FZ5 cop skins already exist... It really depends on what you're looking for or you define as good...
That being said, post some ideas or inspiration and chances are you'll get a good response Frome somebody

Seriously as Taz said, many great FZ cop skins exist, but wanting a new one without anything to go off from the original can be quite difficult to envision, think how many countries have their own Police Livery/Design for multiple kinds of cars. (Probably in the canne few)
But that tangent isn't for this.
Give us some info, pics, reference. Then skinners can decide if they can or cant make it from the getgo.

Looks like their's one public one with broken links by Roba and another by Renegade that seems to be private. Maybe send them a nice PM and see if you can use theirs.
