Adds an element of decision making and it would also provide more of an incentive to communicate.
From a regulatory perspective, cops might be persuaded to break the speed limit prior to joining the chase (Rule 4.2, cops must obey road laws) in order to be within the distance of priority. A solution to this could be to create a rule which is akin to the exception which allows cops to speed for a short period in order to get a !laser, which again is under Rule 4.2.
'Breaking road laws will be tolerated for short periods if it's necessary to get speeding evidence (!laser) or to initiate a chase, provided it is done with all due care and remains within a reasonable relation to the pursued offence'.
