well, i was in a chase and Akddka was wrong siding and went straight into me, and didn't say sorry, so i decided to report him

I wouldnt count that as ramming as such, however that is being stupid and causing an accident, which he should have said sorry for.
He is in the server now, as he is a new player with less than 3 hours gaming time, i will only for now be issuing a stern warning.
