Your post does not follow our template and you've not provided a replay file of the incident. A screen recording often does not provide full insight in the situation. Please provide a replay including timestamp(s). I also wonder whether you've spoken to the user you're reporting before filling this report.

After examining the video, I think there's no action required. Next time, please follow the advice from Frozen above.

Could have been a genuine lapse in concentration (currently nothing to suggest otherwise) which can happen to all of us. Combined with the fact no one's gameplay was negatively affected, I think it is best to leave it. If this was witnessed in-game, the most that would happen is probably a "watch out, that was a red light".
