EkremGVNR tried to avoid hitting the bikers, but their car's rear wheels lost traction and hit them both as a result. EkremGVNR apologized after hitting them, so I'll take it as not intentional.

I'm not sure if they intentionally hit you or just wanted to make a left turn, however they undoubtedly got dangerously close to the chase - completely ignoring the chase in front.

Verdict:

EkremGVNR will be given an in-game warning regarding Rule 1.5: Stay away from chases.
