Read that thread, follow the instructions that are in there. Take particular note of "How to apply".
Note that you don't have to take training when you get 2500 KM, but it is highly recommended so it's good that you're preparing to do it.

There all the ins and outs are written down for you to read and understand.
Training is reccomended because you will understand everything about being a cop, practical maneuvers, explenation and correction from a certified trainer. This will help you gain allot of "cops skils" in just a few hours. This will avoid you from losing your cop rights for a mistake or misundstanding.
