Unfortunately, the host that you are using to provide the replay is not allowed me to download the replay properly. (Incredibly slowly at around 200kb/s).

Due to the size of the replay please my I request you to use a separate provider like MediaFire or Dropbox? So it doesn't take a full day to download the replay.

Considering his history, it's quite clearly he has no idea how to respect the server rules.

He will receive a lengthy ban as he is just not learning despite multiple bans in a short period of time regarding the same repeated offence.
