Its a great idea also, but as mentioned, I dont think that its necessary cause the problem is that are not respecting the actual one.

That I agree with too. My other idea was regarding a fine for exceeding a set speed past a hazard, and if you hit a police roadblock above a certain speed you'll also get a fine. That way, if instructed, you can still pass, but not get fined.

A hefty fine to those excluding in chases should help people slow down a little and have some respect.
