RL is actually a bad example as it is done from all directions, at least in Germany.

-Stopping the car in front is usually done with a special siren tone and mirrored text in the display on the roof saying something like "STOP POLICE"

-Stopping the car behind is also done with the display on the roof with a text like "POLICE FOLLOW" (or in the rear window on low profile cars )

-Stopping cars on the side is done by showing a traffic paddle like this:
