I only see *one* factor. You're apparently using GPRS/UMTS, which basically explains everything. Unless you switch to an actual network connection, I don't see a good outcome for you here, sorry.

Also, the connection quality to your provider is very stable ~65ms, despite the distance. (that would be about 0.06-0.07 LFS-wise!!), so its just your crappy radio connection which causes the trouble.

 
