Well, there are many options. For example only people with a certain
level of trust may start votes. Like based on mileage or gaming time,
or manually selected persons.

i would have to vote for manually selected trustees. you cannot earn trust with mileage or time played. there are people that have mass amounts of both that still DONT need to be trusted with that kind of power.

as soon as it becomes available i am going to apply for tc because im on alot when everyone else is asleep and i see alot of this crap going on and not being able to do anything about it sucks.

even if its just the privelage of a vote kick/ban it will still be helpfull to keep the server respectable

I really like that idea, actually! Nice, lol. I'd volunteer for a trusted position, but i would probably just ban myself for bitching about speedtraps.(Probably not... lol)
