(I think even if I hit any users the policeman has no income in my pursuit of this between me and that the player)

then policeman he say you are cut him how you cut the way I moved when the person in front of me was not a rear

From here, I knew that he had no conclusive evidence
But there is a policeman said (sir matt he cutted me) How the piece, and I did not do to what is lying in order to give me a fine thing that angered

Looks as if you have gotten a few wrong assumptions here:

If a cop witnesses you breaking a road law he may fine you for it

A cop may only initiate a chase for offenses he has actually witnessed from his car, except where laser evidence is available. Fines for speeding require at least one cop to provide a proper speed measurement (!laser / !showlaser).

You were infact merging back onto the road and did indeed almost touch a cop car and violated the right of way of the cop car traveling behind.
Your merge onto the road was therefore dangerous as you did endanger another user by failing to yield, so the fine "dangerous driving" was correct.
