It was actually Pemmo that provoked the crash. Marcin saw him approaching and gave him enough room to go by, but instead Pemmo aimed at him and hit him - screenshot 1, screenshot 2.

Although Marcin was on the wrong side, that does not give Pemmo a right to intentionally hit him.

That was clearly Pemmo's fault. He completely ignored the chase in front of him, decided to overtake it and crashed into your suspect.

For provoking the crash with Marcin and paying absolutely no regard for your chase, Pemmo will be banned for sixty days. He was already banned for similar offences in the past, but obviously did not learn anything from them.
