When do I start helping

Tests don't work this way. We don't do the studying for you.

No its not about that I pass it second time
No really when do I start helping

I guess you ask help for towing, not for the test. You start helping a damaged car when it seems clear that the user wants help, when an incident could be defused (such as traffic jams), when a user calls a tow, and when a user asks for help.
