He continued to do this after the decision to make the report was made. Bill and Cranked lost contact due to him taking the wrong way down the AB causing him to gain a major advantage. He did it to me twice after Bill and Cranked lost contact also gaining an advantage from me. We warned him about it and he certainly had the choice to return to Bill and Cracked yet failed to do so unresponsively.
