Just this week only as stated in the first post.

It has been drawn now, however the National Lottery website has not yet been updated. Awaiting this before a winner is announced.

Why is the forum so different?

The server is a server, the forum is a forum. I don't see why he wouldn't be allowed, just congratulate him and get on with it. Actually, I do see your point and why you think that way. But Ash didn't mention any rule like that in the OP anyway.
