I warned him about going OOB and english in main chat but he just continued his way.

The ram at ~6:45 of the first replay was clearly intentional even though he apologised shortly thereafter.

The attempt to go OOB via ramp during chase at around 14:30 of the second replay was pretty feeble, but I think the intent was there. That is supported by the fact he said "why cant you out of bounds during chase".

He had no right to "beg" for his money back after he sped in the pits at around 15:45 (not 14:45 as you put in the OP), but it was not relentless and so I will not take any action for that.

In the last timestamp, it seems he just wanted to test your patience. Not a big deal in comparison to the timestamp on the first replay.

He will be issued a confirmable warning. The warning also mentioned speaking English.
