Description of incident (inc date & time):I passed him a lot and He had it on. Asked him to turn it off,But he didn't. He wasn't helping any one.

What was the time of the incident?

As evident as your pictures may be, it's not quite enough just yet. Once I have a time I can check the logs to see when and how long he had it enabled for.

Okay,

Checking chatlogs it appears to attempt and set up a speed trap. Why he enabled caution multiple times I'm not sure. The user will receive a minor warning just to remind him not to use !caution unless necessary.
