After reviewing the replay, I think you probably should have slowed down when you saw a tow occuring ahead Vettel, and as such no action will be taken for this incident.
Please slow down for things like that as it can cause accidents like this report proves.

However, this replay shows many known rule breakers, whom will be receiving punishment for their actions.
