This report is being looked into. Please be patient.
I'm not sure why he was not listening to what you or Barney was saying but I doubt he speaks very good English, if any.

Due to him not having any recent history of this, he will receive a confirmable in-game warning for going OOB in a chase. If he does not heed this advice, he will surely be banned.
