Depends what he's after - Access isn't just a database, it's also a UI. If all you want is a database to connect to, Access isn't usually the first choice
regarding Open Office: http://www.libreoffice.org/ is betterer. It's a fork from OOo that happened soon after Oracle bought Sun (including OOo) and is where most of the development effort is going.
