So i was drifting around as i came across a [COP] blocking a road with a siren on so i couldn't drive. Then D.Adrian(Adrianxl) came and hit me right in the rear positioning my car sideways. I was shocked with that bind of his that he "Apologised" to me and i was about to get going as [COP]KooKoo (dmo3_Al7zn) just plowed straight into me. Then comes and fines me 300 that he crashed into me.

As you stated, you were turned around by another user who did not react and slow down properly for the conditions ahead, and then KooKoo came along and hit you as he also did not drive to the conditions and was unable to avoid you. Quite why he fined you completely bemuses me seeing as he hit you, so you've been refunded your 300.
