Spitting out loud here but a few ideas.
-Perhaps the Affiliate Teams could be associated with/run some delivery companies? Each delivery company would have an office/depot on each map, as well has having a HQ on one map only. Bigger payouts from deliveries to/from HQ as opposed to the offices Delivery drivers can only be hired by one company at a time?
-Instead of flagging cars as "suspicious" by the LEAS, cars will just be flagged as "goods in transport", be the goods legitimate or not. Only downside to this is that cops could potentially just pull everyone they see with goods in transport. In the InSim menu that pops up when you pull an individual over, we could have a little "search vehicle" box, and if it comes up negative, it'll activate a 5min cooldown in order to stop cops incessantly stopping people for the same thing.
-Illegal shit is a great idea imo, in order to maintain a balance. Whilst you could have your above-board deliveries, you could have your shady ones too. This would be reinforced by point above.
