So i dont deserve full refund but part of the fine yes because he issued me high fine for accident wich was not my fault because the player i had accident with was in wrong lane and when i ask him why high fine he says - "for causing high speed accident with other player WW" Wich obviously is not my fault

I feel that the high fine was suitable in this situation, as if you did not go wrong way yourself this would've been avoidable.
