Yes as Misterviin said it looks like you are serving a UF1 restriction that was given to you by an admin. This can happen when your driving becomes problematic.
You should be able to see the timer on your screen to know when it ends, it looks like yours is just 15 minutes. The timer goes down when you start driving.
