It's simply because you were going above the speed limit, so not a bug. As seen in the video, as soon as you slowed down, it went back up

my speed 129km/h. l know 120+10% limit. but suddenly not be zero

I got this to in the xfg when sticking to to speed limit I get +3 and a bit over is +4 or +0

Either the server's speed was a bit unstable in that moment or there is some network lag occurring. The odometer is moving quite strangely.
