I think that this guide can help many new cops (if they read it seriously) so i also think that you made a quite good job.
You asked us to tell mistakes if we find one. And i think i found one:

What about when the suspect has stopped. Its rather annoying to constantly hear the sirens going off when they are going off on a long winded speech. Maybe you could add this below the 'Routine Stop' part ?

Things like that are common sense and shouldn't need writing down for people to 'learn'.
How do i be a cop actually ?

1.) Get 2500kms
2.) Get a cop skin from city-driving.co.uk -> Downloads
3.) Get a strobe from the same place as above.
4.) Read the server rules.
5.) Read Tommer's guide.
6.) You're off!
