You must've done it wrong, because I added a .gif into my avatar and it's moving.
I think the image you've chosen is a .gif, but isn't an animated one. Make sure the picture "moves" on the webpage before putting it as your avatar.
I thought I saw it working a minute ago, but now it's not working again for me. (Maybe I just imagined it)

iirc if the file is too big the forum resizes it. When its resized it wont be animated. Make sure its the size that the forum likes, otherwise it'll puke it out.

Just because it says .gif does not mean it is always animated. Your .gif only is not animated and therefore consists of only one frame.
