This report is being looked into. Please be patient.
The incident at 5:18:30 was completely your fault. He approached the corner normally and didn't expect you to make u turn right infront of him. Once he noticed what you were up to he braked very hard, but couldn't avoid the crash anymore. He also waited till the police car was gone, before he drove off again.
He also moved well for police before that incident, despite his only 4 hours of play time.
The whole incident was 100% your fault and you should have apologised for it.

Please be advised that rule 1.1 says

Do not harass or abuse other players. They may be new to the game and not know the track or customs - help them, do not insult them. Always be aware other drivers may act unpredictably.
So next time apologise and if you have doubts about it watch the replay or talk to the guy, but threatening him with a report is not helpful at all. Especially when it turns out to be your mistake.
