i was in a chase , and the following user decided to follow me , and crash into me , leading to losing chase , and having a laugh afterwards , instead of fliping me straight away , i asked him to flip me but he decided to take his time , until i lose chase

Everything you stated is spot on, but the user in question seems to have gotten a suitable long ban already, which i won't extend.
