I was driving on my side , and he makw an u-turn and block my way. I ask he for a sorry and he say its my bad.

If you look at it from his perspective in the replay, he was doing burnouts in the middle of the road, near the top of the hill, where you could not see him. He almost crashes into several other cars while doing so. He will get a 14-day ban due to previous recent history of the same activity.
