I can still remember an idea that would only allow ONE fine per incident, like it should happen IRL too. Extending to that, cops should also have the authority to order the (forceful) removal of a car, i.e. by tows. Unless its a mistake, but then you could appeal. But it's impossible to collect a hundred like in a Simpsons cartoon. I think it's an excellent idea to do that, but I think if you implement that, the fine for illegal parking should be increased a little bit.
