Here in the states(through the FAA) we have tfrs(temporary flight restrictions) for sporting events, military training, mortar training, presidential flights etc. And they just route flights around them not very hard. Maybe a 2 hour delay for some of the large ones but it would be in the benefit of future flights to have ICAO route all scheduled passenger flights around the zone and institute a TFR for private pilots. Besides the plane was said to be shot down near Torez (Ukraine) and when you check that location, you can see that there is no plane within a 50km range to it.
