But the first responder is the one who took the call.
The rest should be backup for the purposes you mentioned. That way you avoid discussing.

And what if the call comes just from around the corner and someone else 1500m away took it? Frustrating for everyone.

thats same as calling bu in chases.. you are behind the chase, waiting for call, and then someone from pits steal your call

Sometimes you have to wait longer, others shorter, that's how it works in real life too. And as said above, the same as when joining a backup
