I really like the insurance idea. On that fining system for not having insured car is pretty bad idea. Imagine how fast new players would lose money because they don't know about this feature. These players which already are some time on the server but doesn't respect rules much, would be grinding money on them.

The insurance idea look quite cool. I think it should be mandatory to have insurance but if you do not have it, you will not be automatically fined, but in the case that a cop stops you, a dialogue says to the cop that you don't have an insurance and then you can be fined.
