It doesnt, but cops fine people for illegal parking there, and when the chase is near 45 seconds anyway they still ask you to move along to the car park, meaning it goes past 45seconds!
So you dont really want to stop there, but if they have shut the car park it doesnt make a lot of difference

I'd stop there. It's perfectly legal stopping area, your not stopped on AB or parked illegally, as you were pulled over.
