Perhaps insim detects foreign language (Chuck or insim management will have to manually list phrases or words), and if there is certain number consecutive chats in foreign, player gets a in-game reminder to speak English. Could just be a simple chat /msg like "A reminder to speak English language in the server". Then a second trigger - a hybrid chat pattern AND timer bound, if user continues to speak non-english, for lets say 5 minutes and with continuous foreign lang without English sentence in between... then admins get pinged. If within 5 minutes no foreign language detected then it resets for next detection. Feasible I guess? Just going by what Airio module is capable of though. Pretty sure TC insim is more extensive.
