Because he just started this season. He's the son of Jan Magnussen, which is a former Danish Touringcar Championship star. Jan also participated in Le Mans several times.
I'm positively surprised by this. Also that the sounds really aren't as bad as I was expecting them to be. Although they clearly aren't as nice as the old V8's and V10's.

RB are appealing - although the FIA report looks damming, RB aren't idiots and surely they must be able to provide evidence as to the actual fuel flow rate?
