Serious is this ligal?

First Val [COP] fined me for speeding $80, i stop when i know i was chased. then i got hit by another driver and he chased me again and fined for "trying to escape" which was 300$..

Hello,

To defend myself, I was doing indeed a routine stop with you for speeding, after I gave you the ticket, you were about to run off, but you failed to check before driving off, so a car crashed on you. The timer went over 45 seconds, which count as a failure to stop, however, you tried to run from my ticket, which could be count as a failure to stop aswell.

Okay, could you atleast check your replay, so we can end it in a easier way.

I gave you the ticket but you didn't pay it, I meant by clicking on the big green button on the middle of the screen. I fined you once, it was for a failure to stop.

You didn't at all since you didn't pay, I asked you to pay the ticket (80€ for speeding), a ticket is paid when you click on the green message button, you didn't click on it and you ran away.

Note: The entries in bold are not you actually being fined. This is only the ticket which the cop charges you with. As Val said, unless you click "Pay" (or sit there until the timer runs out), the money will not be taken.

In this instance, you effectively ran from the ticket, and therefore initiated a chase. Personally, I would refund some amount to the suspect due to the short chase, but it's certainly within the rules not to.
