i was driving and the he random siren me and i told him that i wasa parking in pit because it is ilegal to park on grass so i drove to pit and got a fine for not stopping for police

Hello.
I initiated the chase because you were wrong siding. As you didn't stop within 45 seconds, you officially failed to stop. This means I can fine you more than 300 euros - and that happened. I don't see a problem here.

Is that the problem? As Enty said above, that is simply failing to stop. If you are driving for 45 seconds whilst being chased, you fail to stop and can be fined for 300 Euros or more. This is not against the rules and is thus not punishable.
