3:46:08 - User fails to slow and pull over for sirens despite me sending through several !move binds. Even wrong sides to take the corner the fastest. This goes on for roughly 30 seconds.

Failing to move for sirens. In the end, I just gave up and pulled over and talked to him, where he displayed quite a bit of attitude:

I feel the main problem here is that he shouldn't have overtaken you in the first place. You were just getting up to speed and instead of slowing down he just zipped through.
The part after that wasn't as bad, he should have moved but you were still a bit far away. He certainly didn't get in your way and you did crash by yourself.
Zapphord will receive a confirmable ingame warning to respect sirens, lets see if he abides them in future.
